We can get back the removed Navigational bar on blogger as shown below.
1. Go to : Dashboard -> Template -. Edit HTML
2. Search for a the word "navbar" and we would find a code similar to the one below.
#navbar-iframe {display: none; xxxxxxxxxx; }
where xxxxxxxxxx = may be anything
3. Delete the above code from template HTML code.
4. Save the Template and View blog to see the changes.
Now the removed blogger navigational bar should be displayed.
